Molina Healthcare, Inc said Richard Chambers has been named President of its arm namely Molina Healthcare of California. Lisa Rubino, The former president of Molina Healthcare of California, was recently promoted to Senior Vice President of the Western region for Molina Healthcare.

Mr. Richard will be responsible for the health plan’s operations, strategic expansion and financial results. Chambers has more than 35 years of experience in the health care industry. He has spent more than 27 of these years working with the federal Centers for Medicare and Medicaid services.

Before joining Molina, Chambers was the CEO for CalOptima, a country organized health system providing publicly-funded health coverage programs for low income families, seniors and persons, and children with disabilities.

Lisa Rubino, Senior Vice President of the Western Region for Molina Healthcare said, “Richard’s extensive knowledge and experience in managed care combined with his unwavering commitment to Medicaid and Medicare programs and to assisting vulnerable populations prepare him well for the opportunities ahead.” “We are excited to have him on our team and look forward to his contributions in growing our California health plan,” she said.

Mr. Richard currently serves as a commissioner on the Medicaid and Children’s Health Insurance Program Payment and Access Commission. He is also a member of the Congressional Budget Office Panel of Health Advisers- 2 high-level groups that advise Congress on healthcare policy matters.
